In WWI Japan declared war against Germany and invaded the Northern Marianas. There was no battle since there were so few Germans on the islands and they left freely. Japan imported numerous workers and their families to work the successful sugar industry. Japan urbanized Saipan constructing buildings and roads. In 1935 the construction efforts switched to building fortifications. Virtually all of Saipan was fortified in preparation for battle with America who was, at that time, still in a state of isolationism.
