In 1921 Matsue Haruji arrived in Saipan and started the most successful industry in Japan's south seas. He turned most of Saipan's flat land into sugar plantations and earned the title, "Sugar King". He built railroads around Saipan to bring the cane from the plantations to the sugar mill in Susupe and accidentally started Saipan's first public transportation system. Everyone was allowed to ride the trains around Saipan free of charge. The sugar mill was the center of intense fighting during the battle of Saipan in 1944 and was destroyed.
