Hi,
The photo here is of the Japanese Administration Building. The German Admin building was destroyed by a typhoon and turned into a school. The Japanese then utilized the structure for their headquarters. The Japanese Admin was responsible for the ramp you see at the front of the building, that begins to cover some of the German-built latte stones.
